Yes sausage in small amounts is fine for dogs and puppies as long as it is not too rich or too greasy or else it may cause an upset stomach and/or diarrhea.

I would definitely stay away from sausage. Too much added spice and the high fat concentration isn't good. Dogs are absolutely thrilled with other human food such as cheese, hot dog, goldfish crackers, etc. You might watch sodium content though since Shih Tzus tend to develop congestive heart failure pretty easily and pretty early on. For my training I have found little tiny pellets that resemble Tart'n'Tinys. Zuke's Mini Naturals. They are very flavorful and only contain a few calories each. My dogs go nuts for the salmon flavored ones. You can smell 'em through the bag! lol I've even used cat treats in the past. Much more flavor than dog treats.http://www.sbuckinghams.com/categories/Wedding-Attire/Wedding-Waistcoats/
I wouldn't and I have a Shih Tzu. Try giving him something like turkey or chicken. My dog loves that and it's not greasy or spicy.
