Answers to this question:

i'd talk to the owner first let them know it happened as a warning... let them know that there is a dog aggression problem give them a chance to handle it and try to gain control over it instead of calling the city and having the dog put down right away

glad I reported it because months later the same dog attacked my neighbors dog,and almost ripped its throat out,come to find out there was another dog that was also bit by same dog,he was put down because of his history!!!!
