There's a product called Angel Eyes that's really awesome. It's a little bit on the pricey side but it's definitely worth it. With the dogs I've seen use it, their tear stains cleared up before the estimated time it would take according to the bottle. There are also wipes that can help as well.

My grooming school teacher said to use fresh cotton balls with distilled water to clean the area daily. It may take a while but if kept up it is supposed to work. I think baking soda would really sting if you got it in your eye!
